On Hamzatul Wasl

Hamzatul Wasl is a helping letter that comes in front of the laam saakin in laam al-ta'reef so that we are able to say the word. Hamzatul wasl, though, is not just used to help laam al-ta'reef but other words, as well, that begin with a sukoon. 
The problem: Since hamzatul wasl is seen unvoweled, how do we know what vowel to give it? Does it ALWAYS start with a fat-ha (as in the case of laam al-ta'reef)? Does it depend?

I've seen Hamzatul Wasl before letters with kasra and it makes the sound "ee". I've never seen it before a dhammah. But it's mostly seen before a letter with a fatha.

In Surah Al-Qiyama 75:30 "إِلَىٰ رَبِّكَ يَوۡمَٮِٕذٍ ٱلۡمَسَاقُ"

Hmm..which word has the hamzatul wasl here that is not attached to laam al ta'reef?

I was saying that ذٍ ٱلۡمَسَاقُ has a kasra before a Laam Al-Tareef.
