In class we mentioned a principle:

Never start with a sukoon and never end with a harakah.

Let's zoom in on the first part of that statement. My questions to you are: 

Does EVERY word in arabic start with a harakah? Is there NEVER an exception to this rule?

yes every word starts with a harakah because you need it to start with a vowel to make a sound.

ٱرۡجِعُوٓاْ إِلَىٰٓ أَبِيكُمۡ
What do you see on the first letter of the first word?
